RESPONSIBILITIES (=) AND MAIN TASKS (+)
= The Package Manager (PKM) has the overall responsibility for the completion (quality, schedule, and cost) of the packages assigned to him. He is the “Project Manager of the Package”. The PKM can be the Package Buyer for criticality C or D packages.
+ To manage (*) the assigned package from review of engineering documents (IDC for main packages) until Commissioning,
+ To liaise with the Package Engineer who is responsible for all technical aspects of the package
+ To be the primary point of contact with the Vendor on all matters related to the Package,
+ To liaise with the Group Corporate Supply Advisor (CPSA) for the Bidder List, benchmarking, synergies between Projects and problem faced with Vendors,
+ To participate in the RFQ preparation, bid clarification and vendor qualification,
+ To define the negotiation strategy with Buyer, PPM, Project Manager and Supply Chain Department Manager,
+ To approve the Package Bidder List, Commercial Bid Evaluation, Recommendation to Purchase and Purchase Requisition,
+ To manage (*) the execution of the Purchase Order technically and commercially (order acknowledgement, bank guarantee, changes, claims, invoice signature…),
+ To manage (*) the interfaces between vendor and engineering,
+ To ensure Vendor Documents are received , reviewed and approved on time in eCDR,
+ To receive, control and close the TQs, NCRs, SVRs in liaison with Engineering,
+ To make sure that PO execution is in line with Project schedule,
+ To manage (*) the inspection, the delivery and receipt of the package at site with the help of the Inspection, Expediting & Logistics team and Site Material Controller,
+ To ensure handover to project site construction team and if needed, to assist / participate in construction/integration, pre-commissioning and commissioning activities,
+ To assess Vendor’s performance and provide feed back to the CPSA.
Note (*): “manage” means be accountable for a task even if the task is performed by others
JOB REQUIREMENTS
Master’s Degree in relevant engineering field (Mechanical, E&I, …), with a minimum of 5 years experience in the Oil and Gas Business on a technical and commercial position or as Senior Buyer.
